The construction of the children's group building has successfully reached its conclusion. On April 30, 2026, TM Stav s.r.o. handed over a completely completed building to the municipality, including all the necessary documentation, revisions and tests required for the approval procedure. The final approval itself took place on 18 June 2026, and after its successful completion, administrative steps were taken to register the facility and start its operation.
The permitting process is now underway at the Ministry of Labour and Social Affairs, which will subsequently finance the operation of the children's group itself. The building was delivered including complete furniture equipment. Other necessary equipment is currently being purchased, such as dishes, hygiene products, bedding and other aids required by the regional hygiene station. This part of the preparations is provided by the kindergarten under the leadership of the headmistress Barbora Machálková. All efforts are now directed towards the Zvonek Children's Group being able to welcome its first children as early as September 1, 2026.
When I look back at the whole implementation, I have to say that it was a very bold step on the part of the municipal council. After a long and demanding process of evaluating the grant application, we received a very short time for the actual implementation of the project. The decision to allocate the subsidy came only at a time when the tender and intensive preparations for the construction were already underway.
The construction itself began in mid-June 2025. Originally, it was supposed to be completed on an extremely tight deadline by the end of the same year. The situation was subsequently significantly helped by the subsidy provider's decision to extend the implementation deadline by four months. Thanks to this, it was possible to proceed with greater peace of mind and respect the technological procedures required by the construction work, especially sufficient drying of floors, plaster and other structures.
I consider the fact that we managed to keep the schedule and successfully complete the whole project as almost a small miracle. A lot of credit for this goes to the people we worked with throughout the implementation. They are professionals who understand their work and perform it with high professionalism.
The main word in the implementation was given to the author of the building's design, academic architect Libor Sošťák, who was able to respond very operatively to the requirements of the building and to problems arising during the implementation. The MSS-PROJEKT design office was also an important support. Its civil engineers prepared the project documentation in extremely short deadlines and flexibly dealt with all the necessary changes.
Thanks also go to TM Stav, which fulfilled all obligations arising from the contract for work and whose employees managed to complete the construction within ten months. A number of local companies also participated in the project as subcontractors. The technical supervision of the investor was provided by Mr. Lubomír Kocfelda.
All of the above deserve sincere thanks for their work, commitment and professional approach.
The total cost of the construction amounted to CZK 25,248,676, of which the subsidy provided by the Ministry of Labour and Social Affairs was CZK 20,866,674.
However, the neighbors of the new building also deserve a very special thank you – Mr. Jiří Orság, Mr. Bohumil Zbranek, Mrs. Zdeňka and Jiří Kulhánek. I thank them for their helpfulness, support of the project and patience in enduring all the restrictions and inconveniences that accompanied the construction. I especially appreciate the approach of Mr. Jiří Orság, who was directly affected by the construction. With his consent, he allowed the construction of the building on the border of the plot and showed extraordinary understanding throughout the construction. My personal thanks to him for this approach.
Open Day of the Zvonek Children's Group
Since it is a new public building in the very center of the village, its opening deserves a dignified ceremonial form. This will be associated with the launch of the Zvonek Children's Group. Therefore, accept the cordial invitation to the Open Day of the Zvonek Children's Group, which will take place on Tuesday, September 1, 2026. The program of the event will be published in due time on a separate invitation.

It is impossible not to notice the building that slowly collapsed in the center of the village behind the cinema. Work on the children's group continues continuously throughout the winter and is gaining intensity. The reason is simple, the completion date is 30/04/2026. During the autumn, we managed to extend the deadline for implementation, which was our goal from the beginning, as some construction processes cannot be accelerated. We knew from the beginning that the original date was practically not realistic. If we built the building in a short time, it would certainly affect at least the cracking of the plaster, if not something worse. However, it is the subsidy conditions that determine how to proceed and within what deadlines. Fortunately, the Ministry of Labour and Social Affairs has postponed the deadlines, which we have relied on from the beginning. The work is proceeding according to a modified schedule and everything is heading towards final approval during the month of May. Subsequently, we will have to register the children's group with the Ministry of Labour and Social Affairs. The registration and operation of the children's group itself was given to the kindergarten director Barbora Machálková. At the same time, the headmistress registers interested parents who are already gradually registering their children. The interest in this service is quite high. The children's group can be attended by children from one and a half years to seven years old. Parents who need to start work earlier are especially interested. The advantage is also the operation, which is year-round even during the summer holidays. We plan to start full operation on 1.9.2026.

Since June, the reconstruction of the Children's Group building in the center of the village has been underway. The completion of this construction has been extended until the end of April 2026. The actual start of operation is planned from 1 September 2026.

Last year, we informed about the municipality's intention to build a children's group from the house behind the cinema. For this purpose, project documentation was prepared on the basis of a study by Arch. Libor Sošťák. We submitted an application for a subsidy to the Ministry of Labour and Social Affairs last year.
During the spring months, we were notified that our application had been supported. We can thus start the reconstruction of the building and its conversion into a children's group.
If the capacity of the kindergarten is sufficient in the future and a children's group is not needed, the building is designed in such a way that social services for the elderly can also be operated here with regard to the aging of the population.
Due to the long administration of the application by the Ministry, the time for implementation is very short. The reconstruction must take place by the end of 2025 and then the children's group must register and start its operation. The municipal council thus announced a tender for the construction contractor in advance. The winner was TM Stav s.r.o., which took over the construction site at the beginning of June and started construction work. The reconstruction of the children's group building will cost a total of 24,854,000 including VAT. The subsidy from the Ministry of Labour and Social Affairs is 79%. At the same time, we are still waiting for the results of the subsidy call from the Ministry of Regional Development, where we have submitted an application for co-financing of this project from the program for the reconstruction of municipal buildings. If we are supported, the construction will be completely financed from subsidies.

The Ministry of Labour and Social Affairs has launched a call for building children's groups. You can get up to 20 million crowns and 100% subsidies here, which are very interesting and tempting conditions. In cooperation with the kindergarten director, we decided to try to take advantage of this call and submit an application for a subsidy.
What exactly is a children's group?
It is a preschool facility that functions practically as a kindergarten, but more lenient operating conditions are required than a kindergarten. The capacity of the group is a maximum of 12 children and can be attended by children from two to seven years of age. The establishment of such a group will help the kindergarten maintain sufficient capacity, as there is a problem with the placement of two-year-old children. If a kindergarten accepts a two-year-old child, the capacity of individual classes decreases rapidly. This is due to the fact that more square meters in the classroom are counted for a two-year-old child than for a three-year-old child. A children's group with a capacity of 12 children can be operated with one pedagogical worker and one nanny. In addition, the demands on personnel and operation are also subsequently paid by the Ministry of Labour and Social Affairs. The operation of the group would fall under the kindergarten and it is actually a smaller nursery.
After discussion in the council, we decided to use the previously purchased house behind the cinema, No. 263, for this purpose.
If the subsidy is obtained, the house would undergo a complete reconstruction and extension, including the revitalization of the garden for the needs of the children's group. The study of the revitalization of the family house No. 263 for a children's group was prepared by Academic Arch. Libor Sošťák, the project documentation is subsequently processed by the design office MSS-projekt s.r.o. All costs associated with project preparation can be covered by the subsidy. In the case of implementation, the condition is to maintain the operation of the children's group for five years, and if it is not used, it is possible to use the building for social services after five years, which will be more and more needed due to the aging of the population.
If we manage to obtain a subsidy, another municipal building will be reconstructed and the range of services in the municipality will be expanded. The big challenge is 100% support, where the municipality does not have to add anything from its own resources. The submission is possible until the end of June this year.

The Zvonek Children's Group project was funded by the European Union. The aim of the project is to increase the capacity of childcare services at the place of implementation and thus improve the conditions for the employment of parents, especially women with children.
